MORELAND, J. C. [Editor inserted: Julius C. Moreland], of Portland, was born June 10, 1844, in Tennessee. Soon after the family moved to Illinois and crossed the plains to Oregon in 1852, settling in Clackamas County. In 1860 young Moreland began learning the printer’s trade, in Portland. He worked and attended the Portland Academy at intervals. In 1864 he was foreman of the state printing office, under H. L. Pittock. He continued to work as a printer and read law. In 1867 he was admitted to the bar of Washington territory, and began to practice in Boise, Idaho, but resumed his trade for time as foreman of the Boise Statesman, and then of the Portland Oregonian. He then formed a partnership with John F. Caples and resumed the practice of law. Judge Moreland has always been an active Republican, and for years has been in attendance at conventions and club meetings, and has spoken in campaigns. In 1872 he was elected a member of the city council, and served five years. In 1885 Governor Moody appointed him County Judge, to fill a vacancy of five months. In 1890 he was elected to the same office, retiring in 1894.

CARSON, JOHN C., of Portland, was born in Center County, Pennsylvania, February 20, 1825. In 1834 the family moved to Ashland, Ohio. He learned the carpenter’s trade and attended the Ashland Academy. He then read medicine three years, and in 1850 went to California with Dr. J. W. Kinnaman to establish a hospital. Complications prevented, and they spent the winter in the mines. The next year Mr. Carson came to Portland and began a business career that has lasted more than forty years. Mr. Carson was one of the founders of the Republican party in Oregon, and attended the preliminary conferences before any public movement was made. In 1855-6 he was president of the City Council, and was twice re-elected a member if the Council. In 1866 he was a member of the United States board appointed to report upon the claims of the Hudson’s Bay Company. In 1870 he was elected a member of the lower house of the legislature, and was twice re-elected,. In 1884 he was elected to the state senate, and in 1887 was President of the body. He was re-elected Senator in 1888.

MAYGER, GEORGE G., of Mayger, was born at Freeport, Washington, October 21, 1868. He is a graduate of the Portland public schools and the Portland Business College, and for ten years has been interested in the extensive lumber business of the Mayger Company at Mayger. He is an active Republican, and was nominated for Assessor of Columbia County when but twenty-one years of age. He has been a delegate to three county conventions, one state convention and the league, and a member of the county committee.

STANLEY, HON. F. S. [Editor inserted: Frederick Sumner Stanley], of Perry was born at Chippewa Falls, Wisconsin, February 6, 1864, and came to Oregon in 1889, locating at La Grande and Perry. He is secretary and treasurer of the Grand Ronde Lumber Company. Mr. Stanly was a delegate to the last three county conventions and the state conventions of 1892 and 1894. In 1890 he was elected Mayor of La Grande, but resigned because of an error in the ticket. He is a member of the county central committee, and the Republican nominee for legislature.

HOUSER, ZOETH, of Pendleton, was born in Union County, Illinois, October 13, 1852. In 1877 he came to Oregon, and has since been a continuous resident of Pendleton. He engaged in the stock business till 1880, then in the meat business till 1883, and since in mercantile business. In 1888 he was elected Sheriff, and was re-elected in 1894. He is again the Republican nominee for that office.

MARTIN, HON. WILLIAM, of Pendleton, was born in Hampshire County, West Virginia, May 5, 1822, and came to Oregon in 1843, settling in Marion County and engaging in farming. He moved to Umatilla County many years ago. He was a delegate to the state convention in 1886. In 1880, 1882 and 1884 Mr. Martin was elected Sheriff of Umatilla County, and in 1888 was elected County Judge, being re-elected in 1892, and being now for a third time the Republican nominee.

MORRIS, P. G., of Lebanon and Albany, was born in Wasco County, Oregon, March 21, 1861, and has lived in Linn County, on a farm, for a number of years. He has always been a Republican worker and is a member of the Lebanon Club. In 1894 he was elected County Treasurer, and is again nominated for that office.

WYATT, J. R. [Editor inserted: John R. Wyatt], a prominent attorney of Albany, was born in Linn County, Oregon, December 13, 1865. He attended the State University, graduated from the Willamette University, and was admitted to the bar in 1891. He has served two terms as Deputy District Attorney. He has been a delegate to the county convention since 1890, to the state convention since 1894, was Chairman of the county central committee in 1892 and 1894, member of the state central committee in 1894, and delegate to the league in 1894, 1895 and 1896.

DRIVER T.J. [Editor inserted: Possibly alias for Isaac D. Driver, Jr.], of The Dalles, was born in Noble County, Indiana, in 1850. He came to Oregon in 1853. Since he came of age, in 1871, he has been continuously identified with the Republican party, and has been a constant worker. He is Sheriff of Wasco County and president of the McKinley Republican Club of Wamic.

MORCOM, ELISHA P., of Woodburn was born at Dodgeville, Wisconsin, February 6, 1860, and came to Oregon in 1890. He spent three months in Portland, and a year in Silverton, and then settled in Woodburn in the practice of law. He is president of the Abraham Lincoln Club, and was a delegate to the league in 1895 and 1896, and the county convention of 1896. In 1894 he was nominated by the Prohibitionists for District Attorney, but made no campaign for the office, being a Republican from principal.

YATES, HON. CHRIS. P., of Manning, was born in Chataqua County, New York, June 23, 1835. He enlisted in the First Colorado cavalry as a private and served through the war, being mustered out as Captain and Assistant Surgeon. He was a member of the first constitution convention of Colorado. Mr. Yates traveled all through South America as a special correspondent. In 1871 he came to Oregon and was connected with the Portland Telegram, News and other papers, and in the music business till 1882, when he located on a farm in Washington County. Mr. Yates was a delegate to he Multnomah County convention in 1876 and 1878 and the Washington County since 1888, a delegate to the state convention in 1892 and 1894, and the club meeting of 1895 and 1896. In 1890 he was appointed Postmaster of Manning. Mr. Yates was elected to the legislature in Multnomah County in 1878, and in Washington County in 1894.

WEED, HON. JUDSON, of St. Helens, was born in Jackson County, Ohio, April 14, 1847. In 1875 he came to Oregon, spending one year in Portland, and then locating in Columbia County, pursuing teaching and farming. In 1878 he was elected County Superintendent of schools. In 1886 he was elected Assessor to fill vacancy in 1893 and was elected County Clerk in 1894. Mr. Weed is again the Republican nominee for County Clerk.

MCFERON, JAMES A, of Albany, was born in Kirksville, Missouri, January 26, 1859. He came to Oregon in 1884 and located at Brownsville, engaged in farming. In 1885 he went to Albany and engaged in draying till 1893, when he was elected city marshal. In 1894 he was elected sheriff, and is again the party nominee, and his popularity will help carry the ticket in a county that has always been a democratic stronghold. He was a delegate to the league convention in 1895 and 1896.

CURTIS, C. J. [Editor inserted: Clarence J. Curtis], of Astoria, and editor of the Herald, as born in Berrien County, Michigan, August 20, 1853,. He came to Oregon in 1879 and located in Portland, where he remained for years. He read law in the office of Governor A.C. Gibbs, and was admitted to the bar in 1883. He went to Astoria the same year, and has since resided there, practicing law and publishing the Herald, a Republican paper. He was a delegate to the county conventions of 1884-86-99-90 and ’92, the state conventions of the same years, and the congressional convention of 1894. He was Deputy Prosecuting Attorney for eight years, and was elected City Attorney in 1890 and again in 1895. In 1894 he was elected a member of the lower house of the legislature.

GURDANE, J. S. [Editor inserted: John S. Gurdane], of Ridge, member of legislature from Umatilla County, was born at sea, of Scotch parentage, in 1824, and came to America when six years of age. He lived in the State of New York till 1847, when he enlisted in the navy and served five years, part of the time in the Mexican war. For several years he was master of a vessel. He served four years during the civil war, part of the time in the Fourteenth Wisconsin and part in the navy. He has been a Republican ever since he voted for Fremont in 1856, and has been an active local worker all that time. He came to Oregon in 1882, and is engaged in farming and stock raising. He has attended nearly every county convention since that time, and in 1894 was elected to the lower house of the legislature in a county that has almost always been represented by a Democrat. He has been renominated.

HENDERSON, W. G. [Editor inserted: Walter G. Henderson], of McMinnville, was born at Zanesville, Ohio, October 5, 1846. He came to Oregon in 1866 and located on a farm near North Yamhill. In 1877 he moved to McMinnville and engaged in the livery and transfer business. He has always been an earnest party worker, being almost continuously a delegate to conventions since 1876, and a league delegate in 1895. He was elected School Director in 1879, and served three terms as Councilman. In 1874 he was elected Sheriff of Yamhill County.

WATTS, Dr. J. W. [Editor inserted: Dr. John W. Watts], of Lafayette, has been one of the Republican wheel horses for many years. He was born in Pike County, Missouri, November 6, 1830, and came to Oregon in 1852. He represented Columbia County in the state constitution in 1857. He moved to Lafayette in 1863. In 1876 he was one of the electors for Hayes and Wheeler, as related elsewhere in this volume. In 1879 he was appointed Receiver of the United States Land Office at Oregon City, and in 1886 was elected State Senator from Yamhill County. In 1888, by invitation of the national committee, he stumped the state of New York for Harrison. In January, 1892, he was appointed Register of the United States Land Office at Lakeview. He is now Mayor of the City of Lafayette, having been elected in 1895.

BYERS, WILLIAM S., of Pendleton, was born in Baden, Germany, August 6, 1835. He came to America when he was six years old, and in 1874 located in Pendleton, where he is conducting one of the largest flouring mills of the Pacific Coast. He is a sterling Republican, having voted for Fremont in 1856, and for every Republican president since. He has been an almost constant delegate to the county, state and league conventions for many years, and is always ready to do what he can do for the success of the party.

DEAKINS, WILLIAM F., of Albany, was born near Scio, Linn County, Oregon, March 27, 1856, and has been a resident of the county ever since, except ten years spent in Arizona and California. He has been a lifelong Republican, and is an active member of the Republican Club. In 1892 he was elected Assessor of Linn County, and was reelected in 1894.

NEEDHAM, NATHAN, of Albany, was born in Appanoose County, Iowa, May 3, 1858, and came to Oregon in 1889, locating at Corvallis, and a year later in Linn County. He is the owner of an orchard near Oakville. He has always been a Republican, and is a member of the Orleans Club. He was a delegate to the county convention in 1894, and club convention in 1895 and 1896. In 1894 he was elected County Clerk, and has again been nominated by the Republicans.

WHITE, E. L. E., editor and publisher of the Portland Chronicle, was born in Weymouth, Massachusetts, November 25, 1854. He lived there and in Randolph, Massachusetts; Elmira, New York, and Norwich, Connecticut, till 1870, when he came to the Pacific coast and entered a printing office at Olympia to learn a trade. He has ever since been engaged in printing and publishing. In 1883 he founded the Forest Grove Times. In 1887, he bought the Mcminnville Reporter, and published it daily and weekly. In 1890 he purchased the Portland Chronicle, formerly the East Portland Vindicator, and has built it up to its present high position. His newspaper work is vigorous and effective, and he is a hard worker for Republican success.

LOTAN, JAMES, of Portland, was born in Paterson, New Jersey, in 1843. He early received a practical education as a machinist, but dropped his trade to enlist in the army, serving through an enlistment of two years. He then worked in the Washington navy yard. In 1864 he came to the Pacific Coast, and settled in Portland in 1865. In 1872 he became Superintendent of the Willamette Iron Works, of which he subsequently became half owner. Mr. Lotan has been a leader of in the Republican party, both local and state, for years. He has frequently been chairman of the city, county and state central committees and a member of nearly every convention for many years. In 1870 he was appointed United States Inspector of Vessels at this port. In 1889 he was appointed Collector of Customs by President Harrison. In 1883 he was appointed Fire Commissioner of Portland, and held that position for nine years.

HARRINGTON, GEORGE W., of Heppner, was born in Fairfield, Jefferson County, =Iowa, and has lived in Oregon since 1853. He lived in Clackamas County till 1872, when he moved to Heppner. He is a member of the Republican Club, and has been several times a delegate to county conventions. He was appointed by Governor Moody the first Sheriff of Morrow County in 1885, and served four years as Deputy Sheriff under T. R. Howard. In 1894 he was elected Sheriff again.

PLUMMER, H. B. [Editor inserted: Hiram B. Plummer], of Dallas, was born in Tipton County, Indiana, February 4, 1850, and came to Oregon in 1876, locating in Polk County. He is engaged in the hardware and implement business. Mr. Plummer is an active Republican and organizer of the Dallas Club. He has been City Treasurer two terms, Councilmen two terms, delegate to the county convention five times and to the league once. In 1894 he was elected Sheriff, and has been renominated this year.

HARMON, C. E. [Editor inserted: C. Everett Harmon], of Grant’s Pass, was born in Madison County, Iowa, November 2, 1866, and came to Oregon in 1873, locating in Grant’s Pass. He has been continuously an active Republican, and of late years has been often a delegate to conventions, and a delegate to the league meetings. In 1890 he was elected Assessor of Josephine county. In 1892 he was elected County Clerk, being the only Republican on the ticket not defeated, and was re-elected in 1894.

WOLCOTT, CHARLES E., editor of the South Oregon Monitor, at Medford, was born in Vernon, Michigan, July 24, 1868, and came to Oregon in May, 1890. He engaged in newspaper work in Eugene three years, and then founded his paper in Medford December 4, 1894, publishing semi-weekly. He was a delegate to the Lane County convention in 1894, and the league from the Medford Club in 1895.

HARDMAN, D. F. [Editor inserted: David Franklin Hardman], of Albany, was born near Lebanon, Linn County, Oregon, June 27, 1860, and has lived in the county all his life, except one year. By occupation he is a farmer and stock grower. He is a member of the Lebanon Republican Club, and has always been an active worker in anything to promote the interests of his party. He was a delegate of the county conventions in 1888, 1890, and 1893, and the league meetings of 1895, and 1896. In 1894 he was elected Recorder of Linn County.

NEWPORT, N. M. [Editor inserted: Nathaniel Monroe Newport], a prominent attorney of Albany, was born at Buffalo, Missouri, March 12, 1864, and came to Oregon in 1880, locating in Astoria. He graduated from the literary department of the Willamette University in 1890, and the law department in 1892. The same years he was admitted to the bar and began practice in Albany. He was Justice of the Peace in 1891-92, and was elected City Attorney in 1894. He was one of the prime movers in organizing the Albany Republican Club, and was a delegate to the league in 1896. In 1894 he was a member of the county convention, and stumped the county for the successful ticket.

KELSAY, A. M. [Editor inserted: Alexander M. Kelsay], of The Dalles, was born in Haynesville, Missouri, July 20, 1857, and came to Oregon in November, 1879, engaging in farming and stock raising in Wasco County. Mr. Kelsay was nominated for County Clerk in 1894, and elected by 350 majority, and is again the party nominee. He was attended conventions and club meetings frequently.

KAPUS, GENERAL WILLIAM, of Portland, late secretary of the state central committee, was born in Brunswick, Germany, and came to the United States in 1850. In 1853 he came to Oregon. He began reading law, but abandoned it for mercantile pursuits. In 1850 he was elected City Assessor of Portland. He was then appointed Acting Indian Agent at Yakima. In 1861 he was elected Clerk of the House of Representatives of Washington Territory, and then become the Governor’s private secretary. In 1862 he was commissioned First Lieutenant of Company A, First Washington Infantry. He was appointed Collector of Customs for Alaska. Upon his return to Portland he was elected secretary of the Oregon Furniture Manufacturing Company, and held the position eighteen years. In May, 1883, Governor Moody appointed him Brigadier General of Oregon Militia. He was elected Presidential Elector in 1888. In 1892 he was appointed United States Consul at Sydney, New South Wales, but the following year retired for a Democratic successor. He has been Commander of the Oregon Commander of the Loyal Legion, and Commander of Garfield Port, G. A. R. He has been a member of county, state and league conventions for years, and from 1894 to 1896 was secretary to the state central committee.

MULKEY, B. F. [Editor inserted: Benjamin Franklin Mulkey], of Dallas, was born in Williamson County, Illinois, June 26, 1862. Ten years later he came to Oregon, locating near Eugene. He graduated at the Monmouth Normal School in 1887, and is by profession a teacher. From 1887 to 1892 he had charge of the Bethel Academy, and during the latter year was president of the Polk County Teachers’ Association. He has been a delegate to the State League meetings twice, and once to the state convention. He is president of the Dallas Republican Club. In 1892 he was elected County Clerk, and again in 1894. Mr. Mulky is a fluent speaker and a good campaigner, and is the Republican nominee for the state senate.

BLAKESLEY, A. H. [Editor inserted: Abraham H. Blakesley], of St. Helens, was born in Vermillion County, Indiana, December 13, 1831, and came to Oregon forty-two years ago. He soon went to California and engaged in mining and farming for a time, when he returned to Oregon and relocated in Jackson County, where he helped organize the Republican party in 1858, and helped to elect Lincoln President in 1860. He then lived for a few years in Siskiyou County, California, and three years in Benton County, Oregon. Twenty-three years ago he moved to St. Helens, and has been a prominent leader of the Republican party in Columbia County ever since. He was a delegate to the state and county conventions of 1874, and frequently since, and to the league meeting of 1894. In 1886 he was elected Justice of the Peace and held the office nine years. In 1886 he was member of the City Council three terms. In 1858 he was a nominee for assessor of Jackson County on the first Republican ticket in the county. He has four sons, all Republicans.

TOOZE WALTER L, of Woodburn, was born in Pittsfield, Lorain County, Ohio, November 25, 1860, and came to Oregon in 1877. He cleared two years, taught school in Washington county five years, was in mercantile business in Butteville two years, and in 1886 embarked in businesses in Woodburn, where he is known as the “Produce and Merchandise King of French Prairie.” He is an ardent and hard-working Republican. He was a delegate to the county conventions of 1892 and 1894, and chairman of the former; a delegate to the league in 1895 and 1896, acting as assistant secretary of the latter and a delegate to the National League in 1894, being made the member for Oregon of the national executive committee. In 1894 he made fully fifty speeches in the campaign.

BRISTOW, DARWIN, of Cottage Grove, was born in Lane County, Oregon, December 21, 1862. He spent four years at the State University and several years on the stock ranges in Eastern Oregon. In 1884 he engaged in merchandising in Cottage Grove, and later added banking to the business, the firm being Lakin & Bristow. He was a delegate to the county conventions of 1890 and 1892. He served as School Clerk one year, as Mayor of Cottage Grove two terms, and is now a member of the City Council.

MAYS, HON. ROBERT, of The Dalles, was born on a farm in Tennessee in 1830, and educated in the common schools. He was reared in Illinois, and in 1852 crossed the plains to Oregon, and located in Lane County. In 1858 he moved to Wasco County, where he has ever since been engaged in farming and stock-raising, and is one of the most successful men in the county. For the past twenty-four years he has resided in The Dalles. Mr. Mays was elected as a democrat to the legislature in 1860, but was one of those who voted for Colonel E. D. Baker for Senator, and has ever since been a Republican. He was again elected in 1874. Recently he served two terms as Mayor of Dalles City, and is now the Republican nominee for Judge of Wasco County. HE has continuously taken an active part in Republican work. Mr. Mays has a large landed and stock interests, and is interested in two large stores.

KNIGHT, J. I. [Editor inserted: John I. Knight], of Hillsboro, was born near Denver, Colorado, May 19, 1863, and came to Oregon in 1880. He lived ten years in McMinnville and then moved to Hillsboro. He was elected Justice of the Peace of the County Republican Club, and was a delegate to the state convention in 1894 and the league meetings in 1894, 1895, and 1896.

HUBBARD, W. C. [William C. Hubbard], of Salem, was born in Pike County, Illinois, November 8, 1836, and came to Oregon in 1847, locating on a farm seven miles southeast of Oregon City. He moved in 1848 to a farm in Marion County, where the town of Hubbard, named after his father, now stands, and lived there until 1892, when he moved to Salem. He has been a delegate to nearly every county convention since 1880, to the state convention of 1884 and the league meetings of 185 and 1896. He was elected County Commissioner in 1882, and again in 1884. In 1892 he was elected County Judge for four years.

BOOTHE, J. F. [Editor inserted: J. Franklin Boothe], an attorney of Portland, is a son of A. H. Boothe, a pioneer of 1852, and was born near Salem, May 6, 1857. He graduated from Whitman Seminary in 1876, and then studied law at Walla Walla, being admitted to the bar Washington Territory. He then came to Portland, and in 1888 graduated from the law department of the University of Oregon. He commenced practice in Portland, being three years associated with the late Gilbert J. McGinn. In 1895 he formed a partnership with Wallis Nash. He is an earnest Republican and an active and influential party worker, and was at the last club election unanimously chosen first vice-president of the Sixth Ward Club.
